two patches

One is a .spec file for building RPMs for the stand-alone HTMLCleaner
tarball. Just putting it in the root of that tar.gz will let people do a
"rpmbuild -ta ....tar.gz" to make an RPM.

The other patch is to silence useless "undefined concat" warnings when
running HTMLCleaner under "use warnings".
